Electrical mystery in my condo

I was pre heating my oven when I heard a loud pop, like a balloon. The oven shut off and I immediately went to check the breaker, nothing had tripped. I reset the range and the oven came back on, but I didn’t feel safe running the stove so I left it off. Some googling led me to check the panel board, which was fine, so I checked the wiring, and the black wire was blown/melted. Figure I need a new stove for certain, but the cable for the stove is run straight into the wall and I have no idea what to do. I plan on contacting my HOA to see if they can help me with the wiring because it goes straight through the wall but I’m worried they’re gonna tell me to kick rocks and figure it out.
