Stucco Repair

Looking for some advice on how to best fix the underlying issue (I’m assuming there is one) and fix some crumbling stucco on my 1950’s home. It’s a block foundation. Half crawl space/half basement. On one of the exterior corners (crawl space side) the stucco seems to be “bubbling up” in some areas and crumbling off. From what I can tell on the inside of that area on the crawl space side there doesn’t appear to be any excess moisture or anything which was my guess for the bubbling appearance and crumbling. On the outside there is a bed of mulch that covers the bottom several inches of stucco. Could that be holding excess moisture against it causing the issues?
