Unfinished cellar
I own a home that was built in 1906. There is an unfinished seller underneath my living room. That room is ice cold in the winter and you can feel the air coming in from the floor. I have purchased enough rock wool to insulate the ceiling from the seller. I cannot for the life of me figure out if I need to apply a vapor barrier before I put up the Rock wool. I see a lot of people saying to insulate the walls of the cellar but that is an impossibility in my situation because they are what I believe is painted cinder blocks. There is nothing to attach any kind of insulation to and I cannot do it and they are also pretty much fully Underground. I would love any advice on how to do this most efficiently. There is no plumbing in the cellar and the only thing down there is my circuit breaker and a light bulb.
