What is this that's sticking out of concrete pad?

I'm looking to remove this. I've called the city to come check if there's a gas line feeding into this but it's the curiosity that's killing me more to understand what this is. Context: House was built in the 1960s I don't see any pipe work in the crawl space that exits the foundation and feeds into this. This doesn't mean that the main gas line in could have split before entering the foundation and be run under the concrete pad or laid and concrete poured on top. Although I feel like that would be really weird? It's located on the patio area essentially which makes a gas line a strong contender however how it's sticking out of the ground seems odd But also could it have been an old ufer ground?
