Advice on painting powder-coated aluminum retractable awning

Dear DIY forum, We have this wonderful aluminum retractable awning on our 2nd floor balcony. I would say it's held up pretty well... we've had it for 11 years and it's fully operational however the white powder-coated finish on the aluminum retractable arms is being attacked by rust. We are located close to the water. I have sanded it twice now and re-painted with marine grade paint. I'm asking advice from this forum if there is a more better more durable solution to this, e.g., sand well and apply primer before painting, etc. I've researched the net as well as Copilot and I'm coming up with Zinsser Bullseye 123 primer or Rustoleum Universal Bonding Primer. Which primer is better for my application? Also which paint would you recommend? Another option I am thinking out of the box is using vinyl wrap - will this be a viable alternative?
