Can't get plywood underlayment up

Be kind, Im very new to diy! I had a bathroom leak that rotted a section of this wood underlayment. The subfloor under it seems fine. Unfortunately the underlayment won't come up easy and just splinters in layers, I got the damaged portion up. It is both glued down and nailed in. I tried a heat gun, didnt help much. Can I just say screw it and use levelling compound or a patch kit to fill in the worst of it? Or does it have to come up now? About a 2x4 ft section that has layers off but isn't up.
