I made a corn hole set and covered the surface with bottle caps using silicone and now the bags won’t slide.

I made my own corn hole set and used liquid nails to glue each cap down, once i started playing the caps would fall off. Since the board was already created I couldn’t go down the route of using epoxy since I didn’t feel confident that I could keep the epoxy from running off. This led me to use the crystal clear silicone but now the surface is tacky and the bags won’t slide. is there something I can apply to the surface to make the surface smooth so the bags will slide?
