Waterproofing Basement Walls – can we apply New waterproof cement coating over the old one?

We bought our house about 7 years ago, and the previous owner had already applied a waterproof cement coating to the basement walls. It worked well for several years, but this past winter we noticed water coming in—and upon inspection, we saw that parts of the original coating are starting to break down. We’re considering reapplying a waterproof cement coating to the entire basement wall surface. The question is: Do we need to remove the original coating entirely, or can we just apply the new coating over the existing one? If removal is necessary, what’s the best way to go about it?
