Basement leak - Bad flashing?

https://imgur.com/a/RJjAkax When there is very heavy rain, a small trickle/stream of water comes into my basement above the walkout basement door. A contractor came out and determined that our original builder-grade doors were bad, and needed to be replaced (kitchen walkout to deck is above basement door). We had both original doors replaced, but the leak persists. The album above shows the interior and exterior sides of the leak. The leak seems to start where the tape under the flashing ends. If that is an indicator that the flashing is bad, is this something that I can fix myself? Preferably without removing too much of the deck.
