Fixing shelves in a new home

I just moved into a new place and the previous owner left some floating shelves. At first I thought sweet free stuff but when I went to put stuff on it really they are really loose and about ready to fall apart. I couldn't find a stud to anker the bracket into and went I went to the other side of the wall where the basement isn't finished found this metal backing behind the drywall. What is this for?
