Outlet Not Grounded Properly

I plugged my laptop into an outlet and the laptop said it could not confirm the voltage so it wouldn't charge. This prompted me to test the outlet to see what's going on. The recepticle tester should open ground. I switched the breaker off and opened it up and saw that the ground wire is connected. I used a multimeter to test the voltage and this is what it said: Live to Neutral: 120v Live to Ground: 43v Ground to Neutral: 32v After watching many YouTube videos I know that the output is not correct, but I haven't seen anything yet that covers a case like this.
